BLOUNT COUNTY · FULL COMMISSION
Regional details
├── Blount County
At its Oct. 13 workshop, the County Commission advanced Resolution 26-10-012 by an 18-1 vote. The resolution, sponsored by Commissioners David Corwin and Roy Shields, calls for a public hearing on the County’s use of fixed license plate reader cameras. Full Commission meeting: Tuesday, Oct. 20 · 6:00 PM · Blount County Courthouse · Room 430 Freedom from Flock, a Blount County residents group, is organizing attendance and asking supporters to arrive by 5:45 PM. If adopted, the hearing must be held within 30 days. The Sheriff’s Office, the County Attorney, and members of the public would present, and the Commission would then consider whether to continue, restrict, suspend, or end the program. The resolution also asks County officials to give Commissioners the current ALPR agreements, policies, and data sharing terms before the hearing, and cites a petition of about 1,000 signatures asking that the cameras be removed. Who Is Searching Blount County?

Two Flock Safety network audits from July 2026, one for the Maryville Police Department and one for the Alcoa Police Department, record the searches that reached into the two city camera networks inside Blount County. Read together, they show which agency accounts ran those searches, how often a single search reached both cities at once, and how widely those searches were cast.

Section 1 · What This Page Measures

Three Flock Networks, Two Audits

A driver in Blount County can pass through at least three law-enforcement Flock Safety networks: the Maryville Police Department’s, the Alcoa Police Department’s, and the Blount County Sheriff’s Office’s. Each agency pays Flock for a subscription. Flock owns the cameras, hosts the resulting vehicle records, and provides the search tools that agencies across the country use to query them.

Every time an agency account runs a Flock search, the search can include its own network and every network shared with it. Flock records that search in a network audit for each agency whose network was included. This page compares the July 2026 network audits for Maryville and Alcoa to answer a direct question: who is searching the camera networks that watch Blount County roads?

Flock Safety camera documented near 2864 Morganton Road in Maryville Tennessee
Morganton Road · Maryville Flock camera documented near 2864 Morganton Road. A photograph establishes where a camera stands. It does not establish which agency’s network the camera feeds.
The physical network: MaryvillePrivacy.org has identified 55 active Flock camera records in the Maryville, Alcoa and Blount County area: 16 classified to Maryville Police, 14 to Alcoa Police, 22 to the Blount County Sheriff’s Office, and three private/commercial records associated with Lowe’s Alcoa #0638. Section 2 documents those cameras individually.
Inbound, not outbound: A network audit lists searches run by any agency account whose search included that agency’s network. That is the record that answers who is searching here. It is different from an access log, which records searches run by an agency’s own users. The two types of records are not combined on this page.
One network is still missing from the audit comparison: MaryvillePrivacy.org has the July 2026 network audits for Maryville and Alcoa, but not a comparable Sheriff’s Office network audit. Searches that reached the Sheriff’s Office network without reaching either city network therefore cannot be identified from these two files.
Section 2 · The Camera Network

55 Identified Flock Camera Records

The searches analyzed on this page are possible because Flock camera networks collect and store vehicle observations from roads throughout the area. MaryvillePrivacy.org’s current inventory contains 55 active camera records: 52 classified to local government networks and three identified as private/commercial cameras.

Camera records are not necessarily physical locations. More than one active camera can exist at the same location. The current inventory, for example, contains two separate BCSO-classified records at US 411 South at the county line: a Flock Falcon and a Flock Falcon Highway. The inventory therefore counts documented camera records rather than unique intersections or mounting locations.

Where the Cameras Are

The 55 identified records extend across Maryville, Alcoa and surrounding Blount County roads. The map below shows Maryville Police, Alcoa Police, the current working classification of Blount County Sheriff’s Office records, and three private/commercial Lowe’s cameras.

Listed camera capabilities: All 55 source records list livestream, license-plate reading, and support for vehicle-description alerts. These fields describe capabilities listed in the source records; they do not by themselves establish that every capability was enabled or used by an agency at any particular time.

Camera Deployment Reports

The reports below provide a closer look at each identified network. Each includes a deployment map, camera inventory, Flock IDs, device types, listed camera features, operational status and coordinates from the December 2025 source dataset.

Deployment reports are based on the December 2025 camera-location dataset. The reports are provided as static PDF records so the mapped locations, identifiers and coordinates can be reviewed independently of this page.

Detailed Camera Inventory

Select a network below to review the individual source records. Each entry includes the camera number, documented location or direction, Flock ID, device type, service status, coordinates, record-created date and the date the source record was last updated.

Important: “Record created” refers to the creation date contained in the source dataset. It should not be interpreted as the physical installation date of the camera.

How this inventory was built: MaryvillePrivacy.org correlated publicly accessible camera-location records with identified agency and operator records. All 55 records in the current classified inventory are listed as active and in service. Locations, Flock IDs, device types, coordinates and source-record dates are drawn from the underlying camera dataset. “Record created” is the date contained in the source record; it is not presented as the camera’s physical installation date.
BCSO attribution and count: MaryvillePrivacy.org’s current working classification contains 22 BCSO-classified source records representing 21 working locations. The Flock transparency portal separately lists 21 LPR cameras. This page preserves the source-record count and the portal figure rather than assuming they measure exactly the same thing.
Help document this: If you photograph a Flock camera in Blount County, note the nearest address and the direction the camera faces. Field observations help compare the source records with cameras deployed in the field.
Section 3 · How to Read a Network Audit

One Search, Many Networks

A Flock search is not limited to one city. An officer’s account can search its own agency’s cameras and every network shared with that agency in a single query. When that query includes Maryville’s network, it appears in Maryville’s audit. When it includes Alcoa’s, it appears in Alcoa’s. When it includes both, the same search appears in both audits under the same search identifier.

Important context: An agency appearing in either audit does not mean that agency specifically targeted Maryville or Alcoa. In Alcoa’s audit, searches commonly included thousands of participating networks at the same time. The audits also do not establish whether a search returned a match on any Blount County camera.
What an audit row records: The searching agency account, the time of the search, the search type, the stated reason category, whether a case number was entered, the date range requested, and how many agency networks the search included. The Alcoa production redacted officer names, license plates, and case numbers.

How Widely Searches Were Cast

Comparison of how many agency networks each July 2026 Flock search included in the Maryville and Alcoa network audits

Network breadth compared across the two audits: how many agency networks each search included at the time it was run.

Why breadth matters: A search that includes thousands of networks is a nationwide sweep, not a request aimed at one city. The wider a search is cast, the less its appearance in a Blount County audit says about interest in Blount County, and the more it says about how far each local network’s records are exposed to searches run elsewhere.

How Wide the Shared Searches Were

Number of agency networks included in July 2026 Flock searches that reached both Maryville and Alcoa

For searches appearing in both audits: how many agency networks each search included.

Why the overlap matters: Maryville and Alcoa share a border and the commuter routes that carry most of Blount County’s daily traffic. When one search includes both networks, a single query run from an agency account anywhere in the country places both cities’ stored vehicle records within its scope at once. For a driver who moves between the two cities, the networks do not function as separate systems.

Agency Accounts in Both Audits

3,253 agency accounts appear in both the Maryville and Alcoa July audits. The chart below ranks the accounts with the most searches among them.

Top agency accounts appearing in both audits. Account names are reported as they appear in the audit data.

Reading the ranking: A high count reflects how many of an account’s searches happened to include both networks. It does not show that the account was looking for a Blount County vehicle, and it does not show that any search returned a result from a Blount County camera.
Section 7 · Who Searched Only One

Accounts That Appear in Only One Audit

Not every searching account appears in both files. 223 accounts appear only in Maryville’s July audit, and 398 appear only in Alcoa’s.

Maryville Only

Agency accounts whose July 2026 Flock searches appear in the Maryville network audit but not the Alcoa audit

Agency accounts found in Maryville’s July 2026 audit and not in Alcoa’s.

Alcoa Only

Agency accounts whose July 2026 Flock searches appear in the Alcoa network audit but not the Maryville audit

Agency accounts found in Alcoa’s July 2026 audit and not in Maryville’s.

Reading the difference: An account can appear in one audit and not the other for several reasons: the two cities may share their networks with different agencies, an account may have run searches that included only one of the networks, or an account may simply have run few searches that month. The audits alone do not establish which explanation applies to any account. Each city’s current sharing configuration is listed in Section 9 as a record still worth requesting.
Section 8 · The Other Direction

What Maryville’s Own Users Searched

The network audits above show who searched into Blount County’s city networks. Maryville’s Flock access log shows the reverse: searches run by Maryville’s own users, across whatever networks their accounts could reach. The log contains 20,197 recorded searches by 60 users between January 2, 2024 and October 27, 2025.

Different record, different period: The access log ends in October 2025 and records outbound searches. The network audits cover July 2026 and record inbound searches. The two are shown on the same page for completeness and are not combined or compared as totals.

Section 9 · Records and Open Questions

What Two Audits Cannot Show

Outside what these records establish: which camera, if any, returned a result for a search; whether a search matched a vehicle observed in Blount County; searches that reached only the Sheriff’s Office network; activity in any month other than July 2026; either city’s complete sharing configuration; and the identities of individual officers where names were redacted.

Records still worth requesting:

  • The Blount County Sheriff’s Office network audit for July 2026, so all three law-enforcement networks can be compared for the same month
  • Maryville and Alcoa network audits for months other than July 2026
  • Each agency’s current sharing configuration, in both directions
  • Each agency’s own current camera list, to confirm the 55-record inventory
  • Access logs of searches run by Alcoa PD and Sheriff’s Office users
  • Maryville access-log entries after October 2025
  • Future audit exports in native CSV format
Submitting a request: Tennessee public records requirements and procedures are described in Tenn. Code Ann. § 10-7-503. Additional guidance is published by the Tennessee Office of Open Records Counsel.

Data and Method

Alcoa: Flock Safety network audit for Alcoa TN PD, July 2026, obtained through a Tennessee Public Records Act production. Data provided to MaryvillePrivacy.org by Freedom from Flock. Full dataset (ZIP, 85 MB); SHA-256 checksums; searchable list of all 3,651 accounts.

Maryville: Flock Safety network audit for Maryville TN PD, July 2026, obtained from the City of Maryville through a Tennessee Public Records Act request.

Camera inventory: compiled by MaryvillePrivacy.org from publicly accessible camera-location records correlated with identified agency and operator records. Full inventory with source identifiers and coordinates.

Method: Both audits were analyzed offline using open source tools including DuckDB and Python. Times were converted from UTC to Eastern time. Search totals are counts of unique search IDs in each audit; searches were matched across audits by search ID and are not multiplied by the number of networks each search included. Agency categories and home states were assigned from account names and may contain classification errors.

This page is grounded in Flock Safety network audits and access logs produced under the Tennessee Public Records Act, Flock Safety transparency portal information, agency planning documents, publicly accessible camera-location records, and MaryvillePrivacy.org’s camera classification research. It documents which agency accounts ran searches that included Maryville’s and Alcoa’s camera networks during July 2026 and separately documents identified camera records in the Maryville, Alcoa and Blount County area. It does not allege wrongdoing by any agency, account, or officer, and an account’s appearance in an audit is not evidence that it targeted Blount County or obtained a result from a Blount County camera. Camera classifications describe the records identified by this research and should not be read beyond what the underlying records establish. Where the records do not establish a fact, this page says so.
